The People’s Tax Reform Plan

Build Wealth. Reward Work. Invest in Oklahoma. Prepare for the Machine Economy.

Oklahoma’s tax system should do more than collect money for government. It should help people build a life. It should encourage Oklahomans to work, earn more, buy homes, start businesses, save for retirement, invest in their communities, and eventually achieve financial independence.

At the same time, our tax system must prepare for an economy being transformed by artificial intelligence, robotics, and automation. That is why the Machine Tax and People’s Dividend are not separate from our tax reform plan. They are a major part of it.

Our objective is simple: Stop designing the tax code around how much government can collect and start designing it around helping the people of Oklahoma prosper.

1. The People’s Tax-Free Income Zone

Our goal is to eliminate Oklahoma personal income taxes on household income up to three times Oklahoma’s median household income.

We want Oklahoma families to have room to:

  • Buy a home.
  • Raise a family.
  • Pay off debt.
  • Establish emergency savings.
  • Build retirement accounts.
  • Invest.
  • Start businesses.
  • Build generational wealth.

The protected threshold adjusts with Oklahoma’s median household income, and only income above the threshold becomes taxable. We want Oklahomans to earn more—not punish them when they do.

2. A Path Toward Financial Independence by 60

Our tax policy should help people prepare for retirement throughout their working lives. Oklahoma cannot change federal Social Security rules, but Oklahoma can stop designing its tax system in ways that make saving harder.

Qualifying retirement contributions could receive favorable Oklahoma tax treatment. We don’t want to punish people for accumulating wealth—we want more ordinary Oklahomans to have the opportunity to build it.

3. The Oklahoma Reinvestment Credit

Higher-income taxpayers would have opportunities to reduce remaining Oklahoma income-tax liability through qualifying Oklahoma spending and investment.

Qualifying investments include:

  • Oklahoma small businesses
  • Oklahoma startups
  • Oklahoma agriculture
  • Oklahoma-produced goods and services
  • Oklahoma housing
  • Oklahoma contractors
  • Community-development projects
  • Creation of permanent Oklahoma jobs
  • Qualifying Oklahoma charitable organizations

You can pay Oklahoma, or you can invest in Oklahoma.

4. Transition Toward Consumption-Based Individual Taxation

Our long-term objective is to move taxation away from work, savings, and homeownership—and toward consumption. Protections for necessities and lower-income households would be built in.

5. Phase Out Individual Property Taxes

We want a responsible path toward eliminating property taxes imposed directly on individuals. But we will replace the revenue before eliminating the tax.

6. The Machine Tax

Qualifying large-scale AI, robotics, and automation that substantially displace human labor would become subject to a Machine Tax. This is not a tax on every tool—it applies only when technology replaces significant human labor.

7. The People’s Dividend

Machine Tax revenue supports the People’s Dividend.

Phase One — Protect Today’s Seniors
Supplement qualifying Oklahoma Social Security recipients toward a defined living-income benchmark.

Phase Two — Pay the People
Remaining revenue is distributed among eligible Oklahoma residents.

8. Oklahoma First Corporate Tax Reform

A tiered corporate tax system that rewards genuine Oklahoma investment.

9. Audit the Corporate Tax Breaks

We will pursue a comprehensive review of corporate tax credits, exemptions, subsidies, and incentives to ensure taxpayers receive measurable results.

10. Dollar-for-Dollar Opportunity for Oklahoma Small Businesses

If Oklahoma commits incentives to major corporations, an equivalent pool of opportunities will be created for Oklahoma small businesses.

11. Build Wealth—Don’t Hoard It

We want more Oklahomans becoming successful. But a healthy economy requires money to circulate. Our system incentivizes higher earners to invest and spend inside Oklahoma.

12. One Platform — With the Machine Tax at Its Heart

The Machine Tax and People’s Dividend are part of a larger tax philosophy designed to protect workers, encourage prosperity, and prepare Oklahoma for the future.

The People’s Tax Promise

We want an Oklahoma where earning more is rewarded, families can build wealth, entrepreneurs can compete, seniors are protected, and machines make life easier for the people—not just corporations.
