The People’s Constitutional Convention
My Covenant: A Constitutional Convention Of, For, and By We the People
I, Robert E. Brooks, covenant with the people of Oklahoma that, as Governor, I will work through the lawful constitutional process to advance a constitutional convention with meaningful public participation, transparent deliberations, and protection of everyone’s constitutional and civil rights.
The people deserve a seat at the table when the foundations of their government are being discussed.
1. The People’s Table: Your Voice in the Discussion
I will establish opportunities for people throughout Oklahoma to submit questions, concerns, ideas, and proposed constitutional changes through the People’s Table, including accessible public meetings and submission options.
I will advocate a public system that tracks submissions and explains how proposals are considered, including the reasons recommendations are accepted or rejected.
2. The People’s App: Informed Public Input
I will use the People’s App to consult registered Oklahoma voters on major constitutional proposals and priorities.
Proposed language, explanations, and arguments for and against each proposal will be available before polling.
These polls will inform the discussion alongside the legally required elections and ratification process.
3. Recorded Proceedings: A Record for Future Generations
I will advocate recording, publishing, and preserving the convention’s official proceedings, debates, proposed language, amendments, and votes in an accessible, searchable public archive.
The people deserve to see how decisions are made. Future generations deserve a record of the intentions and arguments behind the proposals.
4. Transparency and Fair Access
I will advocate disclosure of delegates’ financial interests, potential conflicts, and lobbying contacts concerning convention business.
I will work to ensure ordinary Oklahomans have meaningful opportunities to participate rather than allowing access to depend on wealth, political connections, or party affiliation.
5. Rights and Public Review
I will stand for the constitutional and civil rights of everyone, regardless of race, religion, color, creed, sexual orientation, or political affiliation.
I will advocate adequate public review of proposed changes before any required vote.
Public participation must remain consistent with protected rights.
6. Accountability for My Commitment
I will publish progress reports describing the actions my administration takes to fulfill this covenant, the proposals we advance, and any legal or institutional barriers we encounter.
This covenant commits me to actions within my lawful authority and to publicly advocating these standards.
Convening a convention, adopting its procedures, and approving constitutional changes require the applicable lawful processes and decisions of other authorized participants.
The Goal
A constitutional convention should not belong to political parties, special interests, lobbyists, or government insiders.
It should belong to the people.
The purpose of this covenant is not to predetermine what changes should be adopted. The purpose is to ensure that any discussion about Oklahoma’s governing document is conducted openly, fairly, transparently, and with meaningful participation by the people whose lives it affects.
The people deserve a meaningful voice when considering changes to the foundations of their government.
Government belongs to the people.
It’s a WE thing, not a ME thing.
